If a house has had a sale pending status for a few months, is it okay to still try and make an offer, or is it off limits until the status changes?

You should ask your agent to check on it. If it's a short sale, it could just be grinding through the process toward closing and many buyers won't stick with it-so may be worth looking at.

The other option is that it has actually already closed and the agent never changed the status.

Nothing is off limits. You can make any offer you want at any time to any one. It may be rejected, but you can still offer. But as the agents below mentioned, a sale pending for months usually means one of two things - 1) it is a short sale where the lender takes forever to approve or deny it, or 2) the agent forgot to change the status (usually an out of area agent).
