If I rent out my house under prop 13, will I lose the prop 13?

No, your real estate taxes will remain the same.

However, if you move from the home and rent it out you will lose your homeowners exemption because you no longer occupy the residence. That's not a big deal because the exemption only saves you about $70 a year anyway.

How would you like to have a property manager and let me take care of leasing, maintaining, collecting the rent, and paying bills for you?

No, renting is not selling the property. (Prop 13 is not about renting)
