I would like input on what are the best Delaware County Towns. So far people have mentioned Andes, Margaretville, Bovina, and Roxburry

Those are all great towns and they really comprise one overall community where people get to know each other and have dinner parties etc. Most places are about 20 minutes drive apart and Margaretville serves as a hub because of the good Freshtown Supermarket and other shopping and events there.
Andes has great boutiques and the Andes Hotel and some cafes and galleries. Roxbury is having a resurgence with the super cool Roxbury Motel, Orphic Gallery and Newstand and cafes and The Public restaurant and a beautiful park and small golf course built by the Gould family tycoons. The town of Stamford is next to Roxbury and Bovina and is also a great area for a second home with the Book Village Hobart and the great Bibliobarn bookshop ban on Roses Brook Road. These are the communities that seem most desirable to second home buyers from NYC. They follow the rte 28 corridor up from Kingston. If you are willing to move 15 miles or so north or west, say to Delhi or Walton or Hamden, you'll pay less for more, but you won't find as many restaurants or shopping choices, and you'll run into fewer folk from the chic parts of the city.
