How to handle a CA Bay Area real estate agent misconduct?

We made an offer to a property recently. The seller agent told our agent that our offer was accepted. Our agent asked the seller agent for a copy of seller signed offer to confirm the offer was accepted . The seller agent was reluctant to do so. Our agent then asked the seller agent for an email or text confirmation, which the seller agent didn't do either. Then approx. 3 hrs later, the seller agent simply sent our agent a text msg, stated her call in the morning was by accident, other offer was accepted instead. We find it unbelievable for an agent to make such a mistake.
Up till now, the seller agent is still hiding in the dark, never give us any detail explanation of what had happened, not to mention a personal apologize of course.
We discussed this with the agency firm the seller agent working for and of course it doesn't go anywhere.
An agent like this is just an insult to the real estate industry and should be punished.
How and where to report a case like this?

You may file a grievence with either the Realtor MLS, or with the Department of Real Estate in Sacramento. The Better Business Bureau is receptable too.

Word of mouth inside the Industry will make a difference.
