How do you know what makes one builder cost more than another...for example Pulte in Paloma Lake is priced $40K less.

I looked at features on the website but cant really tell anything much different.

You really need to look at the homes first hand. It's not just the home, it's the amenities and the aresa. I'll give you an example. I owned a rental home in Avery Ranch and came across the exact same home and and builder in a development in Leander. The home in Avery Ranch would easily sell for $30,000 more than the home in Leander and they are just 5 miles apart.

Location is everything in real estate followed closely by amenities. So if the homes you are comparing are in the same community it really comes down to amenities. While it may appear to be similar you really need to see first hand.

While prices may seemed fixed with builders that is not the case. There are many ways to get a better deal when buying a home. Dealing with the new home builder alone is the single worst mistake new home buyers can make because the one thing you need to understand is that their job is to get the builder as much money for each home as possible. Pulte is a well recognized builder as many other in our area. They have developed many communities together with other builders competing on prices, lots, and included upgrades.

Many of my clients comments, when looking at other higher end builders and compare, they said the difference and feeling at the first step into a model are quite different.
Many details are not offered by median builders like decorative niches, crown molding, insulation and so on...!
If I may suggest you should also considering to invest in a house that will keep the value down the road when should you decide to sell.

I agree with Ron it's all about the money and what make a buyer feel comfortable with his investment.

Features on a website will be like Refrigerator. Cheapo builder will put in a 16 cu ft bare bones and deluxe builder will put in a side by side 22 cu ft with ice and water in the door. Cheapo will feature stain resistant carpet which costs $4 sq ft. Deluxe builder offers stain resistant carpet that costs $22 sg ft. Same with windows, doors, fixtures, flooring, etc, etc etc. Builders have different profit levels too so one charges more than the other.

You didn't ask "How do you know what makes one builder build better quality houses?"
You know that 9 times out of 10, with a higher cost; you get better quality.
But it's all about the money.

Primary example sections in a community can be more expensive than other areas and size of lot can make a huge difference it what appears be equal / like homes.

Cost of materials, sq. ft., additional amenities and etc.
