How do I get a copy of the HOA rules when considering the purchase of a townhouse on the market.?

The easiest way is to ask the current owner if they have a copy of them.
Also you can ask the LA or owner who the HOA is managed by and you can call them directly and they will usually get you a copy of them, sometimes they do charge though.
Also some HOA's do have a web site if that is the case you will be able to go on line and view them from their web site.

Every HOA is different. The most progressive ones have a web site and post their rules there so they're easy to review and easy to print out. Others will charge a fee to anyone who asks for a copy (including an existing home owner). Start by contacting the Listing Agent, and if she/he doesn't have a copy ask her/him to get one because every serious potential buyer will be asking to review it.

The listing agent should have a copy to give to your agent for you to review. If you need a copy and do not have a signed buyer agent agreement, I would be happy to work with you and obtain a copy of the HOA rules and regulations.
