When you are selling a home you need to submit all the disclosures regarding the property. This seller is telling you up front that the property need windows. If the price is good find out with different quotes if replacing or buying the windows is worth the investment.

First off, did the words "Home does need windows" come from a qualified home inspector? or from a window saleperson?
If a home inspector made note of it on an inspection report, then replacement windows (complete with frames, installed) would be to replace inoperable windows (painted shut, broken sash cords, etc.) or obsolete windows (metal frames, well worn, air leakers, etc.).
Shop around for prices that are appropriate for the age of home. Remember, you want the installed price.

Thank you for your answer. The word "Home need windows was in the advertisement of the Property for sale from trulia.com. I stopped and took a look out side of the property.I saw the frames were made of metal. They looked old.I didn't contact to the agent to look inside. In case,if the property need to replace all window, how much should i offer below the sale price to cover for the window replacement.

Not clear on just where you got the information that the "home needs windows" Is it in the advertising of the property for sale? Could mean that the seller is making potential buyers aware that the windows are older, rotted or broken. Is the information coming from an appraisal? Could mean that the appraiser recommends that the windows be repaired or replaced possibly depending on the type of loan product you may qualified for. Is it the recommendation of a home inspector? Could be simply a recommendation for either a more maintenance free type window, to repair/replace damage or to simply be more energy efficient. Depending on the extent of the damage either to frames, or glass and the type of loan product you are using, it may not mean that all windows need to be changed. Without having first hand knowledge of just exactly where the comment came from nor looking at the windows it is difficult to give you a more definitive answer.
