You may want to consider Rio Rancho, New Mexico. It's about 45 minutes south of Santa Fe and directly north of Albuquerque. It's the fastest growing city in the State, yet small enough to avoid the big city lifestyle.

Spend a little time in both Places. They are very different. Sante Fe is much more expensive, but has a lot of culture, Art, and adobe homes. The shopping and dining can be very upscale

Las Cruces would be my choice, I enjoy the milder winters, the slower pace, and the reasonably priced homes and living expenses.

Get's cold in Santa Fe, I was there two winters back minus 7 degrees January 2nd I was in town to see the first Hispanic female governor sworn into office

I would recommend Las Cruces as place for your needs. Coming from central New Mexico and now in Las Cruces, I see a lot of people moving here as retirees.
