FHA requires 2yrs rental history to use rents as income?

Hello, I have an agent that hit a homerun today!! A duplex in Tacoma for 239k 4k sqft with one unit rented paying $1100 for about 1k sqft. Very nice home and kept well. The current owner lives on site and has kept a good eye on things. The only problem is I would need the rent for income but my agent advised FHA now requires 2yrs of rents to qualify for income. Is this true, if so where can I read this information?
