I assume that you did not buy the house yet. Before you decide to invest money in the house get an idea of the cost involved to do this project.

It might be more economical to buy a 4 bedroom house instead .
The problem with modifications is that the house layout can become funny .

If you build in the basement ,you might create safety issues as well as investment that have hardly any value when you sell the house.

Use a real estate agent that understands these issues and can help you finding you the right contractors for your project.

I am not sure what home you are asking about but almost everything is an option. The issue with a lower level can sometimes be egress. You need to have egress out of the room such as a window big enough for a person to leave if there is a fire blocking the doorway. You may also need building permits depending on what you plan to do. I work with a couple home improvement people and suggest that you may want to consult someone like that to help with your decision.

If you are asking about 206 N. Poplar Street in Elizabethtown, PA, yes there is a room off of the Kitchen that could be a 4th bedroom or possibly, the attic could be finished.

Most places can be remodeled to adjust to your needs. This could be dependant on the local codes.
