Does anybody know about this WIN program for saint petersburg ? I was approved for 10k but cannot find anything online about this. Is this a grant?

Does it need to be paid back within a certain time frame? What can I use it towards? I was sent a link from the loan person but it really didnt have much info on it.

The City of St. Petersburg Working to Improve Neighborhoods (W.I.N.) Programs Division is currently offering down payment and closing cost assistance mortgage loans to eligible home buyers whose household income does not exceed 120% of Median Family Income (MFI) as defined by the U.S. Department of Housing and Urban Development. However, commencing October 1, 2009 funding to households exceeding 80% may be limited. Availability will continue to those at or below 80% MFI until funds are exhausted. The Housing and Community Development Department, of which the W.I.N. Programs is a Division, has budgeted funds, received from the State Housing Initiative Partnership (SHIP) Program, sufficient to serve its citizens, at or below 80% MFI, well into the coming fiscal year.

The WIN program is helps borrowers who earn less than 80% of the median income (1 person is $33,150). This would qualify your for $8,000 which is reapyable over 10 years at 0% interest ($66.67 monthly). If you are below 50% median income ($20,700 for 1 person) you could receive $10,000 which is paid out over 15 years at 0% interest. Total debt to income ratio cannot exceed 41%.
