You can find the regulations in the new, since Aug. 2012, zoning code, which you can find at http://Phila.gov.

If i were counseling you id reccomend a full review by all city and state regulatory agencies as required.including all registrations,permits licencesand tax ids.
possibly public hearings due to change of use. a lawyers involvement should be your first step
