Can we get a USDA loan after one year old short sale which is not on wife's credit report?

She is currently unemployed and we have otherwise perfect credit.

The general rules are the applicant must have credit, income and assets. If your wife's credit is good but has no income, I doubt she could get approved. If she uses your income, you'll need to be on the application. Your short sale may not be an automatic decline, but more than likely will.
The only way to know for sure is to discuss your situation in detail with a great local lender.
