Can someone still receive money from the state of Delaware using the SMALL program even if the co borrower is not a first time home buyer?

Yes! As long as the co-borrower has not owned a home within the last 3 years then they can use the bond program and also use the SMAL program.

DSHA Will require the borrowers to provide the last three years tax returns. They will check the tax returns for any mortgage interest deductions.

The answer is Yes. as long as the co-borrower doesn't own a house any more.
If it's been 3 yrs. or more even better. but if it's a co-signer that owns a house it won't work.
