Viniterra is a large planned development which was proposed and started on about 10 years ago. First they planted the vineyards and put in the infrastructure components of roads, electrical, water, and sewer. This is most evident by the two lane section of 106 and the rotaries. The developer was looking to make it english village themed. There was also to be a shopping center jut south east of the intersection of 249and 106.
Unfortunately, when USA housing and economy went south was just soon after the developer had installed the infrastructure. At that point house sales stalled. They have started to recover over the past 2 years finally.
According the the orignal plan there were 4 seperate housing sections. Two on the east side of 106 geared toward downsizers and retirees, one on the west side geared toward family houses. And last but not least north of 249/106 intersection was to be estates geared toward high worth retirees with price range from 500k up. This explains why they put in a golf course and, at that time, planned a polo/equestrian section.
Thats the short version. The developer has since starting gotten/altered the master plan a bit but the commitment to doing it with style remains.
