No, but any tenant should be wary about the ability of the owner to maintain a home they are at risk of losing. They should also be very careful to address what happens to their security deposit should the home end up in foreclosure.
Finally, I've heard of false owners posting abandoned homes for rent and collecting deposits and rent that they are not entitled to. Be very careful when considering a home in this status.

It won't stop a rental by itself. It is just a notice and will not prevent the property from being listed for sale or rent. Many homes that go into foreclosure are not lost by the owners.
