Buying a duplex or converting a house in topeka

I moved to Topeka last year and have been renting. (I sold my duplex in Minneapolis, MN when I moved). I decided I don't like renting (I just got the lease renewal and they are increasing my rent charge by $75 per month. Nickel and diming me mostly: increased cat fees, washer/dry fees, etc). i would rather own a home again and this time I am looking at retiring in it. Once again, I'd rather own a duplex to help me with payments. I have several questions.

Is it worth buying in Old Town? There are a couple of properties there that interest me.

How can I find out if a house can be converted into a duplex. I have seen a couple that are big enough and have a layout that would be good for that. My idea is to create a "mother-in-law" apartment that I could live in (I want to live in a small space) and rent out the rest.

also, I no longer have a "real" job. I have a steady mthly freelance job with the company I used to work for in Mpls. And I pick up other freelance graphic design jobs on

My personal opinion is that I would not purchase a duplex or home to convert into a multiple dwelling in “Old Town”. The crime rate in that area is high, most housing is “Section 8” and I am certain that the property value in that area will never appreciate.
