Buildings with a fewer number of units tend to have higher common chargers because there are less apartments to share the maintenance costs with.

the common charges as well as what the overall property is valued at could be partially the reason.

The services that are provided add up, so the common charges will be high. As far as taxes go, because this building is not a new one, there is no abatement any more I am sure, so you will probably see other buildings with very low taxes.
