Realtors are prohibited from steering to or from. http://www.crimereports.com is one resource for you. What you will find are prices are directly affected by desirability. Drive around the areas at different times of day, night, weekends and get a feel for the neighborhood and whether it fits with what you are looking for.

Yes, I do like certain areas in East Palo Alto more than others. I bought my first house in East Palo Alto in 1980 and lived there for 6 years. There is not a dividing line per se as the quality changes more on a street by street basis. Be glad to hep you find a house there if you like.
