Are all manufactured homes part of a 55 plus rent the land?

No but many of them are in locations with HOA (home owners associations) and this means an additional monthly fee, please note that manufacture homes are hard to get financing for and they depreciate with time, usually a 15-year old manufacture home all you can hope is to keep its value due to depreciation (just like a car), regular residential are better choice as they do keep their value and if in good conditions or updated they increase in value for a better long-term investment, you can find homes built in 1910 in good living with great current market value, but find any manufacture home over 15-years old and notice the decrease in value and in many cases the only value is the land (home value is gone)

No, there are lots of manufactured homes that are not in a 55+ community, but they are usually priced substantially higher. They also don't qualify for lending very well, unless they are made in 1995 or newer.
