For the most part, water is supplied in Anthem by Arizona-American Water Company, though there are a few homes on well water outside the residential developments, A quick search on the internet indicates that Arizona-American is planning to sell the water operations to EPCOR USA in 2012. EPCOR serves Fountain Hills AZ and is another big private water company. There are a variety of "private" water companies (for profit companies) supplying water in AZ. For the most part they are like having city water, but cost per gallon can be higher then city water in say Phoenix.

Once you pick a Buyer's agent, they can help you get answers specific to a given property, or you can call the water company to ask questions.

Yes, there is a concern about water in Anthem, but it is not about the availability of water - it is about the cost - and the issue does not affect the homes on the west side of I-17, where the water is supplied by the City of Phoenix.
Arizona American Water serves Anthem on the east side of I-17 and has been granted 2 rate increases by the Arizona Corporation Commission during the past 3 years - these have more than doubled the monthly cost of water. The issue is about the community's homeowners being charged for the water facility's infrastructure, that was built with funds advanced by the community's developer.
There are currently two class action lawsuits on behalf of the homeowners pending against the developer.

We have plenty of water here. It just costs more than anywhere else in the valley. Arizona American Water is making us pay for the cost of their treatment facility. Unfortunately, until the lawsuits are settled, we are stuck.
