There is a lot of incorrect information on VA construction loans even from professionals in the field. The VA does support construction loans - but many lenders opt to not offer them. The details may be found in section 2, chapter 7 of the VA Lenders handbook.

The only way to get VA financing is after the home is built. The builder will not change the price based on VA, but your bank who is extending your mortgage loan will. Check with local credit unions and national banks to see if the offer special VA financing.

You would need to get a builder to get the construction loan & build the home for you. Then you could purchase the home from builder with a VA loan based on a set sales price in a contract with you & builder. VA will do perm loans not construction loans. If you own the land free and clear I would recommend
checking with your bank or a local bank or a mortgage co you are familiar with that will finance a VA loan. Do you have a Builder in mind if not I know several builders that might be interested. You can reach me at homes@myrealtyagent.com

No, VA does not offer Construction financing. VA only offers permanent financing on existing homes.
