When you ask is this home safe for my kid there are several answers. First if you mean crime rate in the area, then it is best to contact the local police station to get the neighborhood recent crime statics.
If you are speaking about the actual house structure itself, then a home inspection prior to purchase would reveal any structual issue.

Start there and they can answer all your questions, provide you the resourses so that you can look the crime stats up online (you can Google it) and provide you with Comps so you can see the resale value of the subdivision now.
