In Richmond, many of the condos within the city are developed using the historic tax credit program. This program more or less prevents any large scale customization. Secondly, the Richmond VA condo market has not added many new projects since the middle 2000's meaning the chance to customize has really been nil, except for a few upscale smaller projects.

If you would also consider a town home, the Huntt's Row (Fan District of Richmond VA) will allow buyers to do significant customization.

You need to discuss this with an attorney. There are several issues which can only be sorted out when your contract, disclosures and the marketing material are all present.

If you have a loan on the property, then a Flood Certification is almost always required. If the property was in a flood plain, this should have been revealed then. I'm not aware that a loan is even possible in a flood plain without purchasing flood insurance, so I'm surprised you're just finding out about this now.

The seller can elect not to make repairs. In your purchase agreement there should be a Property Inspection clause that deals with negotiating repairs.
