It could be or it could be for rent by owner. If you are able to meet the landlord in person and see the apt with them then it isn't a scam. Don't do anything site unseen or if you can't meet the landlord in person.

Many thanks for all your replies . Perhaps I should have been clearer, we own property in Europe which we do not know whether we will sell (current value 800.000 euros). We would like to live closer to our daughter and son in law live in New York. At the moment we are thinking of living in a relatively close area to Manhattan so we/them can travel on the train and arrive either end within 1.30 hours. We will both be retired with a guaranteed income of approximtely 6000 euros and we have our own private health insurance. We eventually will be looking to rent a dog friendly property with either a very very large terrace or garden. At the moment we are thinking rent wise in the region of 3 to 3.500 dollars. We do not want to waste agents time, as we will only both retire end 2014 but as we travel to NY 3 times a year it would be nice to see which areas we should be visiting when we are over and eventually making contact with agents nearer the time. We are still undecided as to whether to buy near Manhattan or go somewhere in Florida with guaranteed sun.

Greenwich is a very Dog friendly town. It is also a very family oriented town. Landlords have the ability to decide whether or not pets are allowed. A lot of the landlords that I deal with understand that dog owner is a happier person and happier people are more responsible. More responsible people pay the rent on time and will take care of issues that arise from pet ownership. I would be happy to help you find a house and can take you on a tour of local pet friendly parks.
