The fee you are asking about is usually an "Add-on" fee for sales that are involved with these two type of home sale: "Foreclosure" or "Short sale" (but not always)
Each Property that has an additoinal "Fee" outside the normal Brokerage Fees needs to be disclosed by the seller to the Buyer. A good "Buyer agent" will help explain all the "fees that can be part of the purchasing process, so you can make an educated decission and keep pinching those pennies.

To clarify, this isn't a rental property. It's a single-family home. The seller's agent happened to mention that a "family member" was living there.

I understand the need to protect tenant rights. It just seems that it would make sense for a seller disclosure of any lease agreements to be part of any purchase agreement. Any seller could be renting their home out and even their agent might not know.

We'll definitely include a disclosure requirement and other conditions mentioned as part of the offer.
