You can certainly make an offer, there's nothing that says you can't. That being said, many landlords have a specific number they are looking for to cover their own expenses and make profit (that's why they do it). It is much easier to negotiate on a home purchase.

If I was you I'd go to the property and knock on the door to see if any answers and if not leave a note.
