Hi Ron,

You can certainly make an offer, there's nothing that says you can't. That being said, many landlords have a specific number they are looking for to cover their own expenses and make profit (that's why they do it). It is much easier to negotiate on a home purchase.

I don't mean to discourage you, I just mean to say it is less common.

FYI...my fee to assist you in finding a rental home is paid by the OWNER, not you, the tenant. Your fees include things such as credit-background check, security deposit, pet deposit (if applicable), cleaning deposit (not all owners require this), etc.
