The steps to qualify for a mortgage regardless of income, is always to sit with a lender and allow them to review all the necessary documents. Not sure where you're looking to buy and what type of property, but generally speaking, $21k doesn't really get you anywhere. You pretty much qualify for the monthly payment (principal & interest, monthly taxes & insurances). Your monthly obligations on anything that's in your credit report are factored in as well. You'll qualify, but not for an amount that covers the purchase of a property.

If you already have an agent who has been working with you, you can simply go to him/her. If you do not, you can go directly to the listing agent or hire a buyer's agent to help you negotiate the house for you. I can definitely recommend someone if you do not have a Realtor right now.

Maintenance fees for the Glen Pearsall units (these are co-ops, not condos) range from $435/month for a 2 room studio to $1341/month for a 5 room 2 bedroom with many different size units and maintenance fees in between.

I have a new interactive program called Listing Book that I offer as a FREE service to my customers. I'm not sure which home you are referring to. However, the last home on Southland to sell was just last week - a split level home that was on the market for a long time and sold on October 24 for $730,000. At this time, I don't see any other homes that are currently for sale on this street.
