can we leave the split lower level as basement ? drywall only the bath and utility walls. We need storage area until we save up for a garage.

With only 2 retired people in our family we do not need a family room. At this time we need storage but there is a bathroom and utility partitioned off with only wood framing . After we build a garage-next year we may then consider the expense of finishing. What makes this an unfinished basement for now so we can pass inspections, move in ,and concentrate on a garage first. Inspection paper says either make it a basement or finish as a living area which would mean cutting a larger opening for an egress window. We are trying not to run up debt so priorities are with expense going towards a garage rather then a family room that we would seldom if ever be needing to use.

Your plan makes perfect sense, you know your living requirements and financial situation best.
Confrim with the City whether it has to be left as-is or if the bathroom and utility room can be drywalled without having the egress window. Again, just make sure with the City (in writing best) what can and cannot be done to the area without the egress window. Best of luck.

Ann unless the town or city building departments are demanding you complete it or remove what was finsihed, i dont see why you could not leave it as it is. Youc an than add you garage and decide if you want to finsih it on your time and your budget. If the work was done without a permit or teh city has sited the property, then you may want an attorney to review yoru purchase before you close. You may not want to close if you are required to remove or complete the work in the basement, you would want to ask teh current owner to take care of it instead of buying a problem
