Why does Pine beach retain it's value higher than the neighboring towns?

Pine Beach is only 1 square mile. The entire town is on the river side of Route 9. That is a factor in the retention of home value because you can easily walk to the beach and "Toms River" from any home in Pine Beach. The closer you are to the river (water) the better value your home will retain. Being close to the river is always a desired location.
