Wendy,
There are so many great "neighborhoods", and it is very subjective based on what you are looking for. Besides, as a licensed Realtors, we are prohibited from making generalizations. What would be most helpful to you, is to join forces with a Realtor that you feel comfortable with, give them your criteria, home styles preferred, price range, etc.
Then they can find homes that meet your needs, maybe even look in several areas around the City or County. I always encourage my Buyers to drive through neighborhoods that they are considering prior to us actually looking at the home. They have even stopped and talked to people who were out and about - to get a feel for the area.
It will become apparent to you when you find a neighborhood you are comfortable with.
I wish you all the best!!

What price range are you looking at? Milwaukee offers a lot for everyone. The best way to find the right area you want to live in is to drive around. That way you can see what you want in an area. I work with a lot of out of town buyers and we send the time checking out what different areas have to offer. Each one has a different need. We talk with the neighbors when they are out so they can tell me about the area. So the buyer can make their own call on if it is want they are looking for.
