Mello Roos bonds vary from community to community in terms of cost and length. Check with the Stanislaus County Tax Assessor for more information on Community Facilities Districts (CFD) and Mello Roos. http://www.stancounty.com/auditor/property-tax-division-faq.shtm
They are in addition to the Prop 13 tax and additional assessment taxes. Services and facilities may include: police protection, fire protection, ambulance and paramedic services, recreation program services, libraries, library services, parks, parkway facilities, open space facilities, the operation and maintenance of parks, parkways and open space, museums, recreation facilities, child care facilities, cultural facilities, flood and storm protection, services for the removal of any threatening hazardous substance, elementary and secondary school sites and structures, natural gas pipeline facilities, telephone lines, facilities to transmit and distribute electrical energy, cable television lines, and others.
HOA's will also vary on the type of services and the neighborhoods they manage. This is typically a permanent cost that may increase over time. Contact your HOA or reference your HOA documentation for the details. This should have been provided as a disclosure before you closed escrow.
