This would be tough in any area. Utilities depend on many factors such as the number of people, size of the home, quality of insulation, how warm you like it, how long and hot of showers you take, etc. Newer homes will have better insulation in general and newer more energy efficient appliances.
We have a 1900 sqft home, our electric averages $115 month (could be lower if my kids would turn off lights and television behind them), water is about $50 a month, Gas about $30 a month. But I agree with Dan Tabit as it really depends on your family's energy use habits, age of home, insulation, etc.
