Any home sold by HUD will not have a detailed disclosure statement just like any other bank owned foreclosure although they may have a very small list of the obvious repairs but no history .The house is under contract since 1/6/2014 The area your looking in is a pretty good area with fair prices but this house is in very busy and loud intersection. better off finding another location. An appraisal is an opinion of the historical value from a licensed appraiser. To get an appraisal you would need to own the property or get the owner to give you access and then hire an appraiser to go look at the property for you.

My wife and I both hold Broker Price Opinion Resource (BPOR) certifications. That means if a bank wants to know the value of a property without getting a formal appraisal they call us. We would be happy to look at any property that you are considering buying or selling to give you an opinion of it's current market value.

I showed that house it was nice but at $132 a sf with 4 acres it was tough to get any comparables
They have listed it twice but with the same $450,000 asking price and as you know its off market now.
