Hi Bill! You need to talk to a local REALTOR who can look up the listing in the MLS. Any and all foreclosures that are available will be listed for sale in the MLS. Keep in mind that when you see these "foreclosure" or "pre-foreclosure" listings on these sites it doesn't necessarily mean they are for sale. It's possible it's in the early stages of foreclosure or simply the owners have missed some payments and the bank has filed an NED with the county (notice of election and demand). The only way to know for sure is to contact a local agent. Once you identify a property you bid on it the same way you bid on any other home. You have your agent write an offer.
