The HOA Fee is rolled into the Condo Fee for this community. But the fee includes as Pat pointed out, the common grounds (pool, club house, tot lot) and the exterior maintenance of the condominiums. But also the property insurance and trash fees are included. I have sold a few of the Picasso units in Parklands and there are not too many units left. Many buyers of the community are drawn to the close proximity to MARC, the potential commercial retail development and planned 270 exit ramp. The units are extremely nice and spacious. Only drawback is climbing 2 flights of stairs to get to the unit. ... more

Others have already answered so you know that you can likely do what you wish. One thing to remember anything you borrow will have to be counted against your debt to income ratio. DTI. Might matter, might not.
The $7,500 is called FHLB. It's income based and it's statewide. There are other grants and programs.

Reading the listing, the owner accepts pets on a case by case basis. More often than not, there will be an extra deposit for pets and sometime the monthly rent might be higher as well due to having a pet, it is a case by case basis.

The charges were incurred by prior owner (the seller) to connect public water to the property about 4 years ago. According to a representantive I spoke with at WSSC, the seller decided to pay the bond monthly instead of paying in full when the work were done. The bill is over $1,000 annually for next 19 years. Other properties in the neighorgood have no such charges on their tax bills. ... more

As Agent Patty Smith explained, the condo you mentioned is under contract. For this condo, the fees cover A/C, electric, gas, heqat, snow and trash removal, mainenance of the common areas, master insurance policy.

Fees not included would be your real estate taxes, content insurance for your unit (this is like rental insurance), any special assessments (if there are any-you would need to ask).

Other fees you would be responsible for would be your portion of closing costs. The fees included would be your portion of the transfer and recordation taxes and other settlement fees. You would need to ask your lender and settlement company to give you a good faith estimate of the settlement fees.
