We bought a new ICI home in Plantation Bay in December 2015. There were some minor issues which needed to be resolved. This builder went above and beyond what I would have expected. They are intensely customer service oriented and customer focused. Their follow-up after the sale is fantastic. Overall, I think they built a good quality house and I would not hesitate to buy from them again. I would add that I am extremely particular. Check out a company Named Angel Oak (they also have an office in ponte vedra). I have had a great experience with them. They just helped me save a deal for my client that was 2 years out of a shortsale. They make decisions based on the remainder of your profile and the underwriter has discretion. They also do standard FHA and Conventional Financing. You are correct FHA does have a 2 year minimum for FHA but the big banks (IE BOA and Wells) have overlays to further protect their lending profile.

From FHA's guidelines:

Yes. 2 years is the minimum waiting period for FHA. That's not to say you will automatically qualify - you need to have kept your nose clean since the bankruptcy and re-established some lines of credit for at least a year or tow.

Look at surrounding sales for the area and time on the market. Consider the condition of the home and age of major components. You then can look at the amount of homes on the market and the length of time on market. Home sales have been continuing to decline and have been doing very poorly considering the amount of stimulus the gov't has been providing and this is the best the market is doing with interest rates at or near 0 %. Things have changed a lot in the past year, sales are down, major crisis throughout many parts of the world. A home may have sold down the road for 5k more than what your offer would be but the seller could have given the buyer 5k assistance in closing costs. Also the seller may have had granite counter tops and/or a newer HVAC and condenser. All these things add value to the home. I would check the county site for permits of previously sold homes see when roof was replaced ect. Also you can check Zillow and put in the address of this home and look on the map, you can see what nearby homes sold for. They may also still have a description up of the sold homes and pictures so you can see how it compares. Overall you have to decide what the home is worth to you but you can surely offer 20% less than asking price. Most will counter and you can respond. I made an offer on two different homes that I ended up walking away from that had been on the market for sometime with several price cuts. One I had them down 12 thousand less than what the person who purchased it bought it for. (They actually paid asking price after a price cut). The home needed some work and wasn't worth what they paid. They had an agent and why they wouldn't tell them to negotiate the price is beyond me. They left a lot of money on the table and after the cost of needed repairs they overpaid by at least 15k. In that development now there are several homes for sale, in better condition for majority of them and 8 to 10 dollars less a sq ft. ... more
