I think that the best option for you would be to look online for excavators in your area. If you are wanting to change your septic system, it would probably be best to find one that is really reliable so that nothing bad happens. You just want to be sure that they are experienced, since they will probably have the process figured out by now if they have done quite a few projects. The nearest train is the MARC train at Charles Town WV to DC ~ 2 hrs each way, lots of folks do the trip daily. From Winc to train ~30 mins. Perhaps you want to look in Charles Town or Shepherdstown where the $$ is cheaper. Point of Rocks MD is another location with train access and it's on the Potomac River, nice.
