As far as wet basements go, Franklin Park is off the Des Plaines River. I know about this as well, I live 600 feet away from the River. We don't experience flooding as we are on high ground (the floodplain goes east from where we live and we're on the west bank). Some parts of Franklin Park are prone to flooding. There are many ways to deal with basement water (flood control systems, sewage back up prevention, etc.). In all but the most extreme cases, it can usually be mitigated. You can find out the history from the village and see what areas have flooded in the past. Last september is a good marker to look at.

The deal could have very well fallen apart because of a condition issue, but it's also likely that the buyers were just waiting too long for third party approval and found something else.

A couple of things to keep in mind. First, you'll need a survey of the property to properly locate a fence on the property line. When you purchase the home, usually the lender will require a recent survey. You can use this survey to locate the fence properly. The second thing you need to consider is the impact of village code on the setback of the fence from the property line or the public way and any constraints on the size or type of fence that can be installed. The property is located in Franklin Park and will go through a pre sale inspection prior to closing. You can take this opportunity to ask the inspector about the fence. If you like, you could also contact Inspectional Services in Franklin Park and probable ask some general questions. The contact on their website is:

This home is for rent at $1400/month and is offered as a month to month lease. This home is also for sale at 135,000 and is a "short sale" requiring lender approval.
