I have trains in my backyard here in Natick and you get used to it. They don't blow their horns all the time and you at night they don't blow them until before sunrise if that. Any home can flood. The real question is which ones are less likely to flood, and what can you do to keep them from flooding.

Topography: You do not want a house that is at the bottom of a hill. You always want to see a place where the water can go other than in your basement. Don't forget your basement is built pretty much the same way you build a swimming pool. Make sure that the grading is as such that the water runs away from your home.

Gutters: Make sure that the gutters are clean and the downspouts are connected. There should be extensions at the base of the downspouts or a french drain system. Don't let the water pour right back into the home.

Sump pump: Contrary to many people, I like sump pumps. Do you buy a car without windshield wipers because you HOPE it is not going to rain? If you have a high water table and even if you don't, a sump pump can really help. Again, make sure that the pipe exits away from the foundation. BTW, it is illegal to put your sump pump into the sewer system.

How long have you lived in the unit? How much did the rent increase. Section 8 usually has a standard maximum yearly increase.
