What would a 1987 double wide with 1600 square foot living space on 1.13 acre lot, with no heat/air unit, no hot water heater, electrical panel out?

If the land is included in the foreclosure, it's really only worth the value of the land--1.13 acre undeveloped lot.

The 1987 double wide itself is worth very little. Maybe $3,000-$4,000 if in good condition (excluding the items you mentioned that are missing). But there are probably other things wrong with it. For example, was it winterized last winter? If not, you might have to replace all the plumbing. And how are the floors, especially in the kitchen and bathrooms? I'd be cautious and assume there's other stuff wrong with the home itself, in which case it might be worth $500-$1,000.

The problem with mobile home foreclosures is that the lenders tend to be more eager to recover whatever the outstanding balance on the mortgage was. So they might have a figure like $10,000-$20,000 or more in mind. And it's definitely not worth that.
