You will need to contact the listing agent if the home is listed with his or her company they have the paper work needed for submitting an offer to the bank some require specials forms and disclosures to be submitted along with your offer. You can use an agent from any company to submit an offer as long as they show you the property that way they can represent you as a buyers agent .

Do not contact the listing agent. As Mahib advises, get your own agent. As necessary, your agent will interact with the listing agent. But you need someone representing your own interests, not the bank's.

Don't call the bank or the listing agent, call a third party agent, He/She will make an offer for you at no cost to you. The reasons to hire a real estate agent is that the sellers (Which is now a days the banks) are likely to use their own agents. In fact, the seller’s (Banks) agent owe his loyalty to the seller/bank which gives him/her lots of listings. The relationship between the listing agent and the buyer is that primarily benefits the seller. It’s better to have your own agent than working with the seller agent, the buyer agent will work for you 100%.

100% loyality is better than 50% or less loyality.

My advice is contact a local Realtor! If you do not know of any, you can ask family, friends or co workers for a referral of a great agent who knows the process. You do not have to contact the listing agent or bank direct, your Realtor can make those contacts for you. Good Luck!
