Buyer willing to pay dewinterization for appraisal. Buyer or Bank responsible for reactivating utilities?

My buyer is willing to pay to dewinterize a REO property. Who is responsible for reactivating the utilities such as water for the purpose of appraisal? Is it the buyer or the bank/owner? Or, the buyer simply pays for a plumber to come in and dewinterize, while the utilities are still under bank's name?
