Here in Connecticut, most realtors use the square footage reflected on the town's records. A year or years ago, finished living space below grade can be included in the square footage as long as it is heated especially in the case of Raised Ranch Homes.

Our MLS rule has changed. If realtors were to include the below grade living area, we have to indicate what portion on the total square footage is below grade. Or make a note that the total square footage includes below-grade area or finished basement.

There are times when realtors used what owners wanted to use for square footage and indicate the source of that information. For instance, 1400 sq. ft. Source: Owner.
