You typically cannot use a parcel to do this. You can apply to get a conditional use permit, but you have no guarantee it will be granted, and it is very temporary.

Most of the newest developments in Flagstaff have a zip of 86001, however, that zip also contains the historic downtown area. There is a great deal of variety within the zip code regions too though and both zips contain everything from rural houses with land to condos on the golf course, low income to multi-million dollar homes. Most people's opinion around town like west side public schools better than east. The private schools aren't as clear cut. I hear Cromer on the east side is highly rated. I also wouldn't count on much as they may end of closing some elementary schools, a high school or the the middle schools. Remember we are a small town with only 3 high schools, 2 middle schools and 9 or 10 elementary. The highest rated elementary schools are usually Demiguel, Sechrist and Marshall. I have seen different reports on opinion and test scores.
