Try a local bank that will hold the loan on their own books.

You need a letter of City of Chicago easy to do if an real estate appraiser call for this letter to the zonning department

No I have not. Up until this point we have only explored conforming residential loans - but after 2 banks denied it because of the site location zoning we are considering other options.
