I am in the market to refinance a confirming, out-of-California, Investment property and looking for 0-cost, 0 point loan, open to fixed or ARM.

I have a couple of good quotes for the rates but I want to shop around more. My credit score is excellent (near the top). Any recommendations?

I would prefer a loan without attached strings such as blackout for refinancing within a time period or any penalties for prepayment etc.

My time frame is asap although I am willing a wait a bit for the right reason.

Any recommendations?

I am familiar with this situation as I have rental property outside of California.
I could recommend someone here, but I have to tell you, it is a difficult proposition for a lender here to arrange a loan outside the State.
I would recommend probably an easier solution: contact a Realtor in the area where you have your property, and ask him/her a few names of lenders they recommend. Locally, it will be easier for the lender to do that. You can then compare with their options, again, locally. I believe everything will be easier - appraisal, relations with the escrow company, etc...

Have you tried to contact the current mortgage holder to see what they would offer you? Also, do you belong to a credit union, if so sometimes they may have something to offer. I've never heard of zero cost as their will be some title and recording fees associated with it along with appraisal.
