I have groups of investors who are buying the "shells" in Baltimore and are rehabbibg them and then turning them into rental units in their rental portfolios. These would go Fannie or Freddie if not for a few issues: holding them in the name of an entity, not enough seasoning on title, too many properties for Freddie or Fannie, etc. Other than these issues, all have high credit, ability to repay, sufficient reserves, etc.
