Federal Anti-Trust laws do NOT allow agents and brokers to discuss commission fees in public or in private meetings.
IF a brokerage has a set fee or certain set percentage that that brokerage advertises and charges every client , than such brokerage may disclose their fees in advertisements.

Typically, commissions are fully negotiable - it is entirely between the brokerage and their clients.
