Amber, Great question! Many people have different opinions on what is considered finished basement. It depends on what you are looking for in a home. Some people like to leave the ceiling open to have access to the mechanical systems or put in a drop ceiling to still have the same access. If you drywll the ceiling one would need to cut out a section of drywall to work on anything. As far as the age of the heating and a/c, I would recommend an inspection on anything that you buy to get the overall condition and ask the seller to buy a home warranty to protect you against items that might come up.
